[Spoiler] Dr. Jung Von Herzog has assumed many identities throughout his life, manipulating multiple factions and individuals in order to achieve his ultimate goal. Originally a Nazi scientist, Herzog was captured by the Soviet Union and put in charge of the Black Swan Bay facilities to study the potential uses of Uesugi Koeru's blood. Herzog used them to create hundreds of thousands of embryos, he also led an orphanage of Hybrid children and studied on them. On December 24th, 1990, he was visited by Bondarev, who claimed to be of Russian royal descent, the installations were compromised, and the pair made a plan to destroy the base and escape with Herzog's research, but he was betrayed by Bondarev and shot to near-death. Herzog recovered from the attack and followed Bondarev to Japan, where he recovered three of his embryos and learned of Bondarev's plan to become a reincarnated White Dragon Emperor.
