The Naked Emperor

Encountered by Takashi near the middle school, he is another mutant infected "Kurusu" who retains traces of humanity. He tells Takashi that the Kurusu have "risen above human beings" and claims that he kills the living not because he has any plan, but because he enjoys it. [Spoiler] After a fight between him, Kurusu and Takashi, they are all assimilated into a single entity that can switch appearances according to whichever personality is in control. When the female supply squad member in Tokyo is also assimilated, she sees the Naked Emperor's memories and that he became paralyzed during a bullying incident at school, regaining the ability to walk upon being infected.
